Our history
“National Agency for the Development of Innovations “QazInnovations” JSC, previously JSC “Center for Engineering and Technology Transfer” was established in 2003 by the Decree of the Government of the Republic of Kazakhstan dated August 1, 2003, № 775 “On urgent measures on development of institutional support of scientific and innovation activities aimed at implementing the Strategy for industrial and innovation development of the Republic of Kazakhstan for 2003-2015”.
By the Resolution of the Government of the Republic of Kazakhstan dated July 19, 2005 No. 742, the state shareholding of JSC “Center for Engineering and Technology Transfer” was transferred to the authorized capital of JSC “National Innovation Fund”, which was later renamed to JSC “National Agency for Technological Development” and then to JSC “QazTech Ventures”.
Thus, JSC “Center for Engineering and Technology Transfer” was a subsidiary of JSC “QazTech Ventures”.
In 2018, the legislative functions on innovations stipulated by the Entrepreneurial Code, except for the development of venture financing, were transferred from QazTech Ventures JSC to QazIndustry (formerly Kazakhstan Institute of Industry Development JSC).
By the Decree of the Government of the Republic of Kazakhstan from December 23, 2019, № 959, JSC “Center for Engineering and Technology Transfer” is included in the list of national development institutions in the field of technological development with the transfer of relevant functions from QazIndustry.
In connection with the transfer of the function of state support for innovation activities from the Ministry of Industry and Infrastructure Development of the Republic of Kazakhstan to the Ministry of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan, the boards of directors of QazTech Ventures JSC and Zerde National Info communication Holding JSC (hereinafter – Zerde Holding JSC) decided to alienate 100% of shares of the Engineering and Technology Transfer Center (later renamed as QazInnovations) to Zerde Holding JSC based on the following That is, the Ministry of Digital Development, Innovation and Aerospace Industry and Holding Zerde JSC transferred the staff and functions for innovations, and QazTech Ventures JSC transferred a legal entity to carry out these activities in the face of JSC “Center for Engineering and Technology Transfer” (later renamed QazInnovations in 2021).
By the amendments to the Entrepreneurial Code at the end of 2021 in the framework of the signed draft law “On amendments to some legislative acts on industrial policy issues” the Government determines the sole national development institution in the field of innovative development.
According to the Government Decree № 321 of May 20, 2022 “National Agency for the Development of Innovations “QazInnovations” JSC is defined as the national institute of development in the field of innovative development.
By Decree of the Government of the Republic of Kazakhstan № 196 of April 8, 2022, “National Agency for the Development of Innovations “QazInnovations” JSC is defined as the Innovation Observatory.
In May 2023, the rights of ownership and use of the state-owned shares of the Company, in accordance with the Decree of the Government of the Republic of Kazakhstan dated August 5, 2022 No. 540 "On certain issues of the joint-stock company "National Infocommunication Holding "Zerde" were transferred by the authorized body for state Property (State Property and Privatization Committee of the Ministry of Finance of the Republic of Kazakhstan) Ministry of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan. The right to dispose of the state block of shares of the Company, which is in republican ownership, belongs to the authorized body for state property.
The Ministry of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan, exercising the rights of ownership and use of the state block of shares of the Company, is the Sole shareholder of the Company, represents the interests of the state as a shareholder on issues within the competence of the General Meeting of Shareholders, in accordance with the legislation of the Republic of Kazakhstan.
