Our activities
“National Agency for the Development of Innovations “QazInnovations” JSC as a national development institution in the field of innovative development, within the framework of analytical support for the development of the innovation ecosystem, provides methodological and consulting support in the implementation of state technology policy and the development of innovative infrastructure, information, analytical and consulting services in the field of innovation development, issues expert opinions and (or) recommendations state bodies on issues of innovation activity (Article 241-3 of the Preceding Code of the RKKRKK).
State technology policy – a system of economic, organizational, and legal measures carried out by the state and (or) subjects of innovative activity, aimed at determining technological priorities, developing infrastructure and competencies for their implementation, including the creation of technological platforms, industry centers of technological competencies, the implementation of targeted technological programs, to increasing the level of technological development of the national economy, its sectors and private business entities (Article 241-4 of the Preceding Code of the Republic of Kazakhstan)
By the Decree of the Government of the Republic of Kazakhstan No. 196 dated April 8, 2022, “National Agency for the Development of Innovations “QazInnovations” JSC was designated as an Innovation Observatory. By Art. 241-6 Prev. Code of the Republic of Kazakhstan, the Innovation Observatory carries out an independent analysis of the effectiveness of the innovation system with the development of recommendations.
Creation of the Innovation Observatory, designed to improve the coordination of the National Innovation System of the Republic of Kazakhstan, provided for under the project “Stimulation of Productive Innovations”, implemented under the Loan Agreement between the Republic of Kazakhstan and the International Bank for Reconstruction and Development No. 8463-KZ dated June 9, 2015, ratified by the Law of the Republic of Kazakhstan dated February 2, 2016 “On ratification of the loan agreement (Project to stimulate productive innovation) between the Republic of Kazakhstan and the International Bank for Reconstruction and Development”
The creation of the Innovation Observatory is also envisaged as part of the implementation of p. 114 Schedule for the implementation of the national project “Technological breakthrough through digitalization, science and innovation”, approved by the Decree of the Government of the Republic of Kazakhstan dated October 12, 2021 No. 727;

The first meeting of the TPC was held on October 27, 2022. An initiative to identify the following priority areas was submitted for consideration and approved:
development of production of environmentally friendly agricultural products
introduction of new technologies to improve the healthcare system in order to improve the health and quality of life of citizens
development of "green" technologies, energy efficiency and energy saving
As a pilot project for development in the current and next years, the direction of MedTech was determined, while QazInnovations was appointed as the operator of technological research (technological forecasting).
Also, at the first meeting of the TPC, the issues of assigning indicators of the Global Innovation Index (GII) to government bodies and a vision for the further development of the activities of industry technology competence centers and related support measures for them were considered.
The second meeting of the TPC was held on November 14, 2022. issues on the development of innovations in the regions and the creation of a "single window" of the national innovation system were considered.
Thus, each region was assigned innovation KPIs aimed at achieving the indicators of the national project “Technological breakthrough through digitalization, science and innovation”.
In addition, issues of developing regional innovation ecosystems were discussed, in terms of creating business incubators, prototyping laboratories, and a system of state support measures in the form of grants from akimats in the regions.
The "single window" of the national innovation system involves providing open and equal access to funding for innovators, promotion and commercialization of scientific results, as well as innovation analytics and integration into international scientific and educational networks.
